He demonstrates using a borescope that pushing the gas block flush against the shoulder does not obstruct gas flow. The advice is to align the block with a dimple if present, or push it tight against the shoulder if using a clamp-on block or if the barrel is not dimpled. This rule is specifically for 5.56 / .223 caliber AR-15s.
